You'll have to trigger on an arrow in the air in order to be able to capture it bursting the balloon.
The shutter lag of your camera is too long in order to allow triggering directly on "the action".
One can avoid the shutter lag of a camera by triggering a flash instead, but that probably won't work for your arrows. Even then -- when triggering a flash -- it can often be necessary to get an advance trigger signal and then delay the release of the flash (or camera) in order to capture the event one is interested in.
