neutral density filters

How strong of a neutral density filter would I need to do outdoor flash photography with an aperture of f2.8? I live in phoenix AZ where its really bright

Go outside and take a picture at f2.8 and note the shutter speed. Then count how many stops that is away from your max sync shutter speed. No doubt it's going to be around 5 or so stops looking away from the Sun.

Nothing to add to Tuco's good practical advice but...

...maybe you just need a reflector?

Well, that would make the scene even brighter if he wants to be at F2.8.
