3-Way Pan Head x 3-Way Tilt Head

Quick question for the pros in the house: is the 3-Way Pan-Head the same as a 3-Way Pan/Tilt Head?

We are talking about the same manufacturer, and it uses different language to describe their tripods, but I dunno if it is just marketing of if there is a difference.

I ask that because the way I visualize, if it is 3-way motion, so the they are all the same tilt/pan capabilities.

could someone explain if there is a difference and if so, which is the way to go?
