Non-rotating Polarizer filter

When would a non-rotating polarizing filter be used on a lens?

Unless your light source will never change position or intensity (which is unlikely), I don't think there would be much of a point to a polarizer that can't be adjusted.

When you don't mind turning the camera around it's axis to get the results you want?

I think you might see fixed polarizers for specific use but they would have weaker results than one that you tuned by turning. For example sunglasses often have polarizers in them designed around the angle of the sunlight likely to reflect off windows and cars at noon. These don't rotate but do provide a signifcant reduction in glare. On a lens it is difficult to see why you would not have one that can rotate. I have never seen one for photography that could not.

I've not seen a polarizing filter that doesn't rotate, either circular or linear. Where did you find one?
