I have a 190 series... the legs can fall almost flat, the center column can go at 90 and you can also reverse it (it's tricky and I'm not sure if it's an advertised feature or can just be done at your risk).

In a Manfrotto, hard to beat the 290 at $219:
Manfrotto MK290DUA3-3WUS 290 Dual Aluminum Tripod with 3-Way Pan/Tilt Head

For the same price, you can also opt for the same model but with a ball head:
Manfrotto MK290DUA3-BHUS 290 Dual Aluminum Tripod MK290DUA3-BHUS

And then if you want carbon fiber and can afford it ($477) then this 190 series is good, albeit the max and min heights are not quite as extreme as the aluminum 290ʻs.

If it's just the QR plate, a Manfrotto head would achieve that on any make of tripod. I use a Manfrotto "joystick" head on an Induro tripod. It has a centre column, which inhibits getting down really low, so I don't think my specific combo would suit the OPs needs.

I started with Manfrotto. Have one tripod and one monopod. Been happy with the quality but should have thought further ahead regarding getting down low. I like the quality of their products. Leaning toward the 190 xpro 4 section series.
