Its load rating is OK though.
Both tripod and head load ratings are traditionally highly overstated and even in best case assume a well-balanced load. For my regular tripod setup, I am over-spec'ed about 2x for both head and head and legs and still wish at times that I had a little more robust head.

To add to this. There does not appear to be a measurement standard either. So while I typically follow the same path as Steve (1/2 the rating being my max load) I think this is more of a starting place as the construction and results of the combination of legs and head are pretty easy to judge in person. The wide variation in what a head design/size is rated at is not uncommon with the more reputable manufacturers being more conservative.

The rated max load is 12kg. So half is 6kg x 2.2lbs = 13.2lbs
I'm ok with this as my entire setup is less than half that. I will be able to tell as soon as I get it in my hands.
