I have been using something similar to that for around 5-6 years and I recently just post how to make one on my Instagram story because people asked how did I do one of my timelape which was handheld using this camera stand. More of what parts/keyword to search for on eBay. It is only around 10-12 USD. See the last image. I extract images below from the highlight story in my Instagram 360 account.
