I have no idea what this is. However I'd be surprised if this is a photographic accessory.

My guess is that this is related to the Pentax's medical production or optics products (binoculars and scopes)

That is exactly correct. I have one too and have found it of little use by the way.

My jeep window mount with binoculars on board....not my normal usage but you get the idea...
