Another tripod query

Well I got my new tripod but not impressed with the pan and tilt head. Smooth, but use to an all axis movement. I will have to sell something before spending anymore but found this while looking around.
SBH Series Tripod And Monopod Ball Head

Rated to 22 lbs. is it any good? Obviously the price is low end. Has anyone used anything like this?
