Is that chain attached to an anchor? If so, might be a Statue of Hope.

I have two images each of two very similar statues but unfortunately neither of them have enough of the lower part of the statue to see if the eye and shaft are the upper end of an anchor, but I firmly believe they are. Here is a deep crop from the second statue showing clearly that the woman is not enchained, but rather is holding onto the chain = "clinging to hope." That certainly looks like the top of an anchor at the right.
Sometime I'll go back to the cemetery and check, and get more images. BTW: the cemetery is special. When the huge Quabbin Reservoir was created, five towns where completely destroyed (called here the "lost towns'). The cemeteries and burial grounds were all dug up and all the individuals were re-interred in this special cemetery. Living residents of the five towns who were forced out could at their option be buried here, and perhaps some of their unborn descendants, but otherwise this cemetery is closed. It is quite a pleasant, peaceful and gracefully landscaped place. Some of the markers may be newer than the original headstones from the towns, because some of the burials dated from colonial time and the headstones of many were probably badly deteriorated by the time the re-interments were done.

When I first saw this statue, it gave me a vaguely creepy feeling. Images of it still do.

It was in a sculpture garden at an art museum in Brisbane, Australia. A situation where the title and artist were on a label inside, behind the big windows and I did not see it. I'll try to track down something.

The sculpture is called "The Visitation." Ambiguous title at best..

Very soviet style statues in Hanoi, visited several years ago. Not in this shot were the words under it that say Quyết tử để Tổ quốc quyết sinh or Determined to die for the birth of the country.
