Spread-winged damselfly, Lestes family, not a dragonfly. I don't know the family well enough to hazard a species guess, but I don't think it's Lestes rectangularis - the Slender Spreadwing, which we see most commonly here. Maybe disjunctus? They are striking insects, though, and big for damselflies. You can tell it's a damselfly by the eyes as most distinctive morphology.
The butterfly is of course a Monarch.
