Cute Bear. Nasty Ranger
Ranger is actually trying to save the bear's life. If they become too comfortable around humans, bad things can happen, and the bear is destroyed.

Billy, that first one with the Elk's tongue showing is such a great capture! Poor thing really looks very skinny.

That's pretty much it. This little guy has probably lost his mother and being around the campground may have saved his life, up until now. But if he stops being afraid of an angry human, he's toast. Bears can live a long time rummaging around campsites after the humans leave, but the important part is, "after the humans leave. " I was sitting on a picnic table and this guy was foraging 15 feet away. Once he gets a little bigger, they'll start bringing out the rubber bullets. Hopefully at that point he'll take the hint. Problem is, while hanging around the campground, he doesn't have a parent showing him what he should be foraging for. So, it's a thin line he's going to be walking. He has to develop an ability to exist without camp garbage before he gets too big and un-cute be tolerated. But at his current size, he's food for an adult male bear if he wanders into one's territory. Tough call as to exactly how to play it.
