One of our indoor girls has a thing for plastic bags, too. She's too big to mistake for anything slated for the recycle bin, but I do worry about her ingesting little bits of the bags. Of course we chase her away when we see it, but she's unsupervised all night long and she's relentless about hunting bags to chew. I understand that there's some chemical <ick> in some -- not all -- plastic bags that attracts some cats. Not unusual, it turns out.
Just a suggestion... you might think about snipping the bag handles so she doesn't get her head in one of them...she'll freak out when she moves and it "chases" her. Scary and dangerous!
