The place is actually based in a Shinto Shrine.

The thing you saw were wrappings for a certain kind of consecration in the shrine.

What is it?

It is Sake - Japanes Rice wine usually in barrels wrapped with expensive materials and paintings on it. The writings on these materials are usually emblems of noble families indicating the origins of this consecration.
