My interpretation using Sagelight:

OK first attempt at PP challenge.
lightened shadows in LR. Then PS - remove magenta colour cast by tower, cloned out flare, NR + Straighten horizon.
Back into LR for ND grad filter to darken city lights a little.

(quite a bit for only a minor improvement

).

Ugh, why has no-one corrected the horizon! That's the most distracting part!

Also, FYI, that file won't open in Paint Shop Pro. Says it's an invalid JPEG/JFIF file.

The horizon may not be straight in the original image, but it is authentic to the actual scene from that perspective... (It's actually a hillside)

Here's how I saw it......brought up the exposure, reduced noise, dodged and burned a bit, clone out smudges ect., cleaned up the sky, and trimmed the tree a bit to a bonzi-esque style

Here's my entry. Glad to see the post-processing challenge active again.

This one was tricky, in the process I learned that Aperture cannot recover deep details like this due to limitations in its RAW processor.

Just tried to get the best from the file. Two runs in PS CS6 raw processor. Images married and flattened in PS.
Image rotated and tower straightened (using cut and paste, not lens correction). I like perspective, but when there's only one tower it looks like it's leaning.
Cleaned, tweaked curves, selective sharpening.
