Now that you describe it, I can see a hole at the top of the fountain (first image) where I presume the water bubbles up when the downspout is blocked. I vaguely remember using a drinking fountain of similar design when I was a kid. Most drinking fountains in the USA, indoors or out, have some kind of handle or four-pronged knob, usually very brightly chromed, that must be turned to get a drink, then a spring mechanism snaps it back off. Decorative fountains may flow continuously, but if you want a drink, you must work a little for it.
