The road at right, closer to the shore is public. The road at left skirts the boundary of the airport and is therefore closed to the public.

I think I've posted other images of this street in this area. It's basically a loop road around Maui with different official designations for various stretches of it. This is on the dry side of Maui, in the rain shadow of Haleakala.
