They are indeed Eucalyptus, and introduced, rather unfortunately, given that South Africa is a water-scarce country, these should really be removed as they consume too much water. Except they are scattered throughout the country. There is currently a policy to remove all foreign trees, maybe they will eventually get to these. Jacaranda for example cannot be planted or grown anymore, and the ones that exist are to be left to die (eventually). Probably the same policy exists in regard to Eucalypts.

Eucalyptus is a major commercial forest species in South Africa, and you are right that the planting thereof is strictly controlled. No area may be planted to euc species without a Water Use License, from the Department of Water and Sanitation. The same laws apply to pine and wattle trees, as these can also spread fairly quickly if not controlled.

Thank you both, I was certain that they were introduced, but needed confirmation. We have many introduced species here as well.

I don't know. The tree was dead. There were a few dead trunks painted in that way in the same color and to the same height. They were about 30 kms apart.
An art project in progress perhaps.
