Why does that always happen?, unless when you want some clouds and they all disappear.

I believe that the white paint on buildings, with blue or more rarely green or red trim around windows & doors, is required unless the owner of the building pays a substantial fee or tax, and I think the law applies more widely than just on Mikonos.
