Those clouds are known as Alto Cumulus Standing Lenticular because they don't appear to move. It's unusual to see the full wave as the top of the wave is all we normally see. The wind speed and temperature aloft must be fast and cold enough for this phenomenon. The winds over the Pacific NW are Westerly at 70 KT/80 MPH/130 KPH and the temp is -26 C/-15 F.

We don't, for some reason, get a lot of colorful sunrises/sunsets around here.

The good thing about that is it's a good reason to sleep in. "Ah, why bother getting up so early?"
