They can count, but not as we know it.
Another old story is that a landowner with a folly tower in his estate had a feral falcon roosting in it. He wanted to net and tame it, but every time he sent his gamekeeper into the tower the bird naturally flew off to a tree from which he watched the door at the foot of the tower, waiting for the man to leave. So two men went into the tower and only one came out, the other lying in wait for the bird to return, but the bird was not fooled and waited for the second man to give up and leave - proving the bird could count to at least two. In the end it took seven* men to enter the tower and six to leave before the bird believed they had all left. I expect falcons can count higher than seagulls though.
