These are buildings from the old quarantine station at Portsea Victoria.
The first the disinfecting and bathing complex.

This one is one of the hospitals (there were six) - This one was for first class passengers and had an attached dining room (at left)
The other hospitals were the same design, but the inmates had to feed themselves.

In 1919 returning WW1 soldiers had to be quarantined because of the Spanish Flu pandemic.
Extra accommodation was built - 12 huts like this in 6 weeks (IIRC)

You're doing a fine job of it; I'm enjoying your posts! I do feel a bit guilty, though, so here's a couple from a few (yikes, almost ten!) years back. The building shown had suffered a disastrous fire a day prior to these being taken (fortunately no one was hurt). We were in the middle of quite a cold snap, so the ice from the water used to extinguish the blaze stuck around for a week or so. Two shots here, one from the street and another from the alley.

The question occurs to me; If the water freezes as quickly as this after the fire, why wasn't the water too icy to flow through the hose/nozzle?

I like the photo of the building encased in ice.

Glad you liked them! I'm not very well-informed on the why, but I believe the fact that the water flowing through the hose is in motion. It doesn't cool enough before being replaced with warmer water from the mains until after leaving the hose and collecting on the surface in question. We take advantage of that phenomenon around here if the heating goes out in a building; you turn the taps on slightly so that a trickle of water comes through to keep the pipes from freezing solid.

An old water pumping station. Apparently wasn't a well-designed system to begin with, so it did not have all that long a working life. The core structure is pretty solid, though:
