Yes, I think so, but I'm no expert on temperate-zone terrestrials. There are a bunch of species of Dactylorhiza, I don't know enough about them to distinguish one from another. They're all lovely, though.

Ah...Oleander...you know, I'm sure, that it's extremely toxic. It used to be a very common landscape plant here, even planted in public spaces like road medians. But it has fallen far out of favor because of its toxicity. Out-of-towners would stop to admire the flowers and the extreme fragrance, cut or pluck some stems, and if they managed to ingest any trace of the sap, get very ill (or worse). I remember stories about people being hospitalized after eating a hot dog cooked on a stick of oleander. Never mind the oleander caterpillars, nasty stinging critters that infested the plants. If it's in your yard, be careful!

Yes. We have a couple large plants in the backyard, and they seem to thrive here in SoCal. I do see bees and butterflies near them, but not the nasty critters you referred to. As you mentioned, they used to be a common sight along the roadsides and medians, but not so much these days for obvious reasons. But they provide me with a quick and easy photo subject!
