First I Corrected the geometry. Crooked pillars and walls are very distracting. Then I cut off the negative space at the bottom, as well as the pedestrian sign and traffic light on the right. They drew attention to themselves.
Next, I applied an interesting processing method that I found on YouTube.
Exposure -2.5, Slight contrast reduction -5, Highlights -100 Shadows +100 White +70
In the HSL panel, the saturation of all colors is -100, converting the image to black and white. At this stage, it becomes clear where there is not enough illumination. A small S-shaped edit in the curves. Two masks. A gradient darkening the sky and a radial gradient in front of the first car.
Next will be the most fun. We are starting to return the color on the HSL panel.
A cinematic picture usually represents a limited number of colors. I chose the triad scheme. Orange as the main color. Both blue and red are additional colors. I added a little while remaining in negative values and changed the hue.
In conclusion, a little clarity and dehaze.

It's almost a monochrome scheme in color theory.
