As pointed out they are commercially available. I have also seen them for kayaking and they go over the paddle shaft in the same way as the handlebars.

I've seen the kayaking ones, Matt. They use hook-and-loop tabs to hold them in place over the paddle shaft so you can slip your hands in and out without having to wear them. One of the benefits of them is that there's no extra fabric around the paddle shaft to make control hard. The originals (I believe they were originals) were called Pogies. I was thinking of making something like that for my winter bike.
