Taking pictures of the base could be an issue, especially if the exterior fences have "No Photography Allowed" signs posted. In these days of terrorist incidents, it's better to avoid pictures of the base. Taking pictures of aircraft flying overhead is not an issue. I grew up a mile and a half from Grumman Aerospace Corp. in Bethpage, NY and we were able to take pictures of all of the military aircraft flying overhead as they took off and landed at the plant. While out in Palmdale, CA, I took pictures of a B-2 on final approach to the field as it flew overhead, while I was picking up pizzas. In essence, it's treated no differently than taking pictures of military aircraft flying overhead during an airshow.
