An interesting piece of machinery. By the shape of the casting, it may be from the 1930-1940 range ( purely a guess). But the rotary head on the front with all the pins looks like a press for some type of pellets.

Feed pellets for animals or wood pellets for heating?

That's my guess.

I think the hooked piece fits under a rail latched onto the bottom flange, The flat piece is probably part of a metal plate placed between the rail and a wooden tie.

Original image then a very deep crop to show the inside of the far rail and here you can see what I think are the same type of "J" irons hooking onto the lower flange of the rail. On the near rail in the cropped image you can see the flat plates that typically have four holes for spikes, but most active RR tracks I've seen have only one spike driven on each side of the rail through the metal plate, with the spike head tight down on that lower flange of the rail
