Thanks for post of complete car. I do believe it has seen better days. The bumpers on many GM cars form the time, pre rubber bumpers, had very similar bumper styles. Chrome bumpers disappeared from American cars in 1973 , so that narrow the vintage a little. Yep rust never sleeps.... TFS Cliff
