Those are commonly called paravane roll damping systems or paravane stabilizers. They are roll damping devices only and are used for reducing rolling motion of the ship thereby improving the comfort of the ride and reducing crew fatigue.

Thanks for the explanations. My Dad's 1928 32' troller didn't come equipped like that. We call them "dry deck boats" up here -- the deck is always parallel to the water, even if it is a steep wave. Less than strong stomachs are not recommended.

Lightship Overfalls (LV-118) was the last lightship constructed for the United States Lighthouse Service in 1938 before the Service became part of the United States Coast Guard. She was retired from service in 1972.
