Will a walkway count as a bridge?

Knapsack Gully Viaduct built in 1863-64 for the railway line but later converted to road use History Services Blog: The Knapsack Viaduct as part of the Great Western Highway leading west from Sydney over the Blue Mountains. It's since been replaced by a 4-lane highway. It's a bloody steep climb from the top to the bottom and back when one is overweight like me.
