This sort of thing probably starts with one person casually slapping a glue-back sticker on the sign, then like sheep, others follow. I included a crop to make the stickers easier to read.

Is there border security up there?

I ask because my wife watches Yukon Vet and on the episode she watched last night Dr. Oakley went from Haines Junction (or Whitehorse) into Alaska to do some vet work. It didn't show her going through immigration/security. Ditto for an owner that came down from Alaska to White Horse to have her dog's leg amputated.
