The restaurant was in Australia. However, it would not surprise me if the teas were available here in MessyChewBits. I try GOOGLE and see if a merchant turns up.

FOLLOWUP: Three "Tea Houses" in MessyChewBits offer Devonshire Tea. Two are within reasonable driving distance (= 40 minutes or less)
