It means "slow speed," which when I translated it I found mildly disappointing.

I assume the photo is from Sweden ?
Well ... in Denmark you may still see bus companies, driving with tourists, having "Turistfart" written on the side of the bus ;-)

The Russian border in far northern Norway. On the Norwegian side busloads of tourists such as us come right up to the fence. On the Russian side there's a two-mile wide "security zone." No civilians allowed without official permission.

A big City sign, made for the 2nd stage of Le Tour, Tour de France, which this year, 2022, starts in Roskilde, Denmark July 2nd.
I don't think the bike riders will try to respect the speed limit ;-)
