If you are using Windows, MS Paint which is free with windows, can resize, but it won't keep the metadata.

Well, I try to post a image at f/2.8 hand held at close range, not windy with CPL, using spot at center and also notice at 100% there is a purple/blue fringe and not sharp at all. Hope to see some opinions about my pic.
