You can import up to 50 dollars worth of stuff without paying taxes (yes I'm Brazilian too, but living in the US). So I would get them from the US Amazon or Ebay and have them sent to your home.

As for flash, I really like to use old auto thyristor flashes. I have three. My favorite is the Pentax AF280. These flashes have sensors that see how much light they need to be sending (80s technology...). Experimenting with the high and low auto settings even allows me to use it as a bounce flash.
A P-TTL flash that communicates with your camera will cost a bit more.
