I don't think this lens was released in Pentax K-mount Simon, even though it was said to be co-designed by Tokina and Pentax. (
https://www.dpreview.com/forums/thread/2964423 ) The Tokina version is only available for Canon or Nikon. The K-mount version is the Pentax DA 12-24 f4. I have that lens and it is really excellent (but you won't find it for 200 Euros).
If you can rake up 200 Euros for a lens, why not look for a second-hand K-3 with a DA 18-135 lens? It should only be abourt 200 Euros more than a K-3 with 18-55 kit lens. The 18-135 is a very nice lens - light weight, versatile, weather-resistant (useful in The Netherlands? ;-)), quiet autofocus, quick-shift, and a big step up from the kit lens in image quality.
