I got into it about two years ago having been a long-time user of Photoshop. I have to say I love it! On average, I use LR for 80% of my editing and only use PS for selected edits such as adaptive wide angle filter, content-aware filter (which has improved enormously), and of course, layers. However, I've read just this week about a completely free editing program called Darktable. I'd never heard of it but you can read about it in the link and draw your own conclusions. I haven't tried it yet. Darktable: Is This Free Lightroom Alternative Right for You?

I am pretty happy with Rawtherapee these days. It has come a long way.
I also have Paintshop Pro 2018 in case I need something Rawtherapee doesn't have. And Corel Aftershot Pro that I basically only use to enhance jpegs sometimes- the Raw developer isn't very good.

It really depends on what operating system you're running. If you're using macOS, you really don't need any extra tools if you're looking to just make basic adjustments.

Welcome, I subscribe to Lightroom and Photoshop
for $10 a month. I still have much to learn on using it.
