At some stage your question moved from thinking about minor tweaks to more substantial layout changes and I want to give it more thought before answering in detail. One possible idea, if I didn't mention it before would be to add a button to the top row (where the print email and other functions are) to quick jump down to the related links. I like this idea better than moving too many things about, because that in itself will irritate the user base - everyone hates a web site redesign even if it looks better because at first nothing is where you expect it to be. For some areas, the reply button/box is more important than the related threads, and I don't know how much usage the Bookmarks area gets to know its relative importance, since I don't use any of those tools.

Makes sense, I suppose the order of choosing Quote message in reply? and the Quick Reply button is irrelevant but perhaps a coding nightmare to not enforce an order. Oh the tangled web we weave when many linked buttons we perceive.

It's not worth the effort to make these sorts of minor tweaks. The best way to go about it is to have no full editor unless you click to go to it after starting your quick reply, and other forum packages out there already do that. When we overhaul the forum in 2013/2014, the way replies work will likely be improved. It's not too bad as it is right now, though. Just don't worry about all the buttons and you'll be fine.
