Has the marketplace policy changed?
I've been buying and selling on the marketplace for the better part of the year, and suddenly I'm no longer allowed to place an ad. Were the conditions changed?

As Emr linked to you, yes. A small donation to the site allows the access to the marketplace. Or you can have 200 posts over 2 years or 1000 posts since joining.
