Plus sign after usernames

I've noticed it for some time now but never figured it out - what do those plus signs after certain usernames that appear on the Forum homepage mean?

For example, and not to single him out (but I am anyway...) Gary's username appears as: Damn Brit+

Bold for being a moderator (red for admin and italics for site supporters) but the "+"?

What about the minus (-) sign? What does that mean?? I am afraid to find out.

What does it mean if people have a - or # after their name?

so I went to the vBulletin site and looked it up for myself. Except there's no answer there!!! Stupid vBulletin...

I think what happened is I was using on old computer at work that had on old version of Netscape as a browser and it was picking up the symbol behind someone's name as the #.
