This was shot at Whytecliff Park in West Vancouver British Columbia. I needed to be out early for my son's scuba lesson and had the perfect opportunity for this sunrise shot.

I'm not the OP but a "mist" (as you call it) like that is caused by water movement (small waves/tide) during a long exposure (shot with a ND filter).

oh... yeah, some of my pictures are like that - I just thought this was different because of the rocks, and mine was a shorter exposure so not as misty
