Photo frame - what program to use?

Hi, would like to know what program can create a photo frame (virtual one)?
Like this one:
Pretty Presets for Lightroom Giveaway | Better in Bulk

I use lightroom for post-processing. Is is doable in Lightroom itself?

Not sure about lightroom but very doable in Photoshop. And Graphic Authority has bunches of frames for sale. Kelby has a book out called finishing touches I believe. Shows many different techniques for finishing off a print either onscreen or for print.

is there any other program (free is better) other than this?

Seems like EVERY photo processing program has at least a rudimentary "edges and frames" menu option today. Search the help file with that phrase.

Faststone Image Viewer [ FastStone Image Viewer, Screen Capture, Photo Resizer ... ] and Google's Picasa are free downloads.

As to this I haven't a clue. I only use Photoshop. I have it so I use it and don't go looking for other programs. I am fairly proficient with PS and really see know reason to bother learning another program. Well I can at least stumble around in it anyway.
