Yes, Topaz seem primarily designed for Photoshop, and programs related to Photoshop like Lightroom and Elements.

Try RawTherapee it's OpenSource and free, and i find it very easy and intuitive to use...it's a Raw dedicated program where you can modify everything you need for a quick processing...nothing bloated...the manual is good too.
If it doesn't convince you you can alway buy propietary software later.

If new to the post processing process, try Picasa. Easy to use, but limited on what you can do to a photo as compared to lightroom and photoshop
