Well, it can be done with HTML.
I use a program called Editpad Lite (it's a text editor).
If you don't want to write your own code, then Google
wedding slideshow programs for web.
Lots of hits there. Pick a program that looks like it will do what you want.
Lots have free trials.

Proshow gold is an inexpensive slideshow program. Easy to use, great support forum and it can also burn the slideshows to cds or dvds.

There are many programs available, some all web based (like animoto) and some you download and build in your computer. Many include music you can use.

Just want to add that if you're creating slideshows for profit or for others, don't use copyrighted music with your slideshows unless you have the license. Many photographers make the mistake of using commercial music with their creations and end up getting sued/fined by the RIAA/artists.

You can always search for Copy Left music, where some musicians offer their music for use in exchange for attribution, even if for commercial use.

Not to hijack this thread, or steer it in a different direction, but what if you have a Wordpress blog? Any suggestion on a good slideshow for that? Preferably something that allows mass uploading and organizing. Uploading one by one is tedious when you're uploading 50+ pictures.

I will admit that I only know the basics of WP.
