First off, I'd like to apologize for the really low res image, it's the only I could find.

I know it's a really popular effect, but I have no idea how to do it. Is this something that can be done through software? Or is it something that needs to be drawn? Thanks in advance.

You mean like a comic or a cartoon, flat? Got photoshop? You can do it with the art filters, yes. The stamp filter I think is what you want. Ink outlines and poster edges can also do that to a smaller degree.

Thank you very much. That is exactly what you were looking for. I couldn't find the filter on CS6, but I found a tutorial on how to do it manually. Came out exactly like I wanted.
