What happened? Is this an attempt to restore an old print or some strange fault in a new picture?

The damage looks so great that it will be very hard to fix, the white line is so wide that cloning will result in a rather artificial look. Is there a funstion to allow graded fill, starting with colour and density on one side and changing along a line/curve to teh colour/density at the other side of the white space to be filled?

You could upload the high resolution scan to this forum and ask for members to have a shot at fixing it.

I assume this is an approved use of the mini challenge thread, correct me if I'm wrong!?

Look up "content-aware healing" for photoshop elements
eg: Photoshop Elements Help | Retouching and correcting
and give that a try. No guarantees that it will work, but worth a try.

Amazing! I can only see a tiny trace of the trouble in the hair, which is a textured area. Looks like that 'context aware healing' does what I was trying to describe formt he bottom up.

Thanks all. I will work using your suggestions. This is a scan from a 25 year old print that was damaged when the glass covering the print broke, My son, the boy in the image, scanned and emailed it to me to try to fix.
