Best resize to 250kb

Hi Folks,
I volunteered to photograph an art installation
so a single 250k max jpg can be submitted for selection to a show.
The judge will probably be scanning submission pics as thumbnails
but would then presumably fullscreen if the small view grabs them.

I have irfanview etc but can't see how to choose the resize in kb's.
Just seems to be hit and miss with % or pixels...
Any guidance on how to get to this size with maximum quality
much appreciated.

Scale it to a width of 600-700px and you should be able to fit within that limited. It's a pretty low cutoff, though!

Just heard accepted images get printed ( small) in a catalogue.
Should I use 300dpi ?

I use riot for that task:
RIOT - Radical Image Optimization Tool

just select compress to size.

Irfanview has this too: when you save to jpeg the "save options" small window appears, where you can set quality, keep EXIF etc options. At the bottom of the jpeg section there is a "set file size" option. You might need the relevant plugin from the irfanview site.
