Yes, Elements 6 (probalby also 5 and maybe even 4) can, they use Adobe Camera Raw (ACR) just like Photoshop does. So actually it can't process raw since it let's ACR do the processing but then you can also claim that Photoshop can't process raw files

You can also replace the Adobe raw filter with the Bibble (think you need bibble pro) one if you think that one is better then ACR.

I have Elements 6 but it has problems reading dng files. Out of 150 shots with a K20D (dng plus jpg) only about 3 would even show a dng thumbnail in Elements 6. Ideas on what is going on?

If your familiar with photoshop I would stick with that, wouldn't make sence to go from photoshop to elements if you don't know anything about it. Lightroom is nice, but I like the ps/bridge combo. I use the CS2 suite and while i would like to trade up, I would rather spend money on new glass since cs2 works just fine. Maybe see if you can get your hands on cs2 cheap... Either way, working with raw you'll probally like bridge, and use tiff format like previously mentioned, why switch to raw just to go ahead and compress anyway afterwards.

Elements includes the same RAW converter as Photoshop. Yes.

All I can say is have at it. I shoot everything in RAW and have learned so very much in post processing. I'm at the point where my cameras don't even have an option for JPEG. I know they are there but why use them.
