Okay, so, I am not the best at Adobe Photoshop, I am wanting to create a cover for a tabloid from a photograph, I want it to end up looking like this http://dzineblog.com/wp-content/uploads/2012/06/AHLSEP02_thumb.jpg but using this image instead http://th06.deviantart.net/fs71/PRE/i/2013/098/8/3/lions__and_tigers__and_be...jo-d60sv7h.jpg

Or some kind of splatter effect would be really cool. But I don't know if it is possible to make the splatter effect look good using the image in the second link.
If anyone could make a tutorial or dare I say it...

Maybe make the effect for me...

That would be really neat. I know the idea of how to do the platter effect but I am no good at it and it looks really cheap.

Well, judging on the amount of views and the amount of posts before mine.. it seems like no one has the answer (at least no one who has read the post). I'd be interested in finding out too, but of course we just need to find someone who knows how to do it.

It isn't too "difficult" to learn how to DO the splatter effect, the hard part is doing it WELL. I found some good tutorial videos that gave me a very rudimentary knowledge on what to do, but the thing is, I want it to look good. Haha

Keep re-doing it 'till you can do it well and it looks good.
