Thanks everyone for all the info. A store near me has the PSE on clearance for $48. If it still doesn't do 16 bit Tiff, I'm less interested. I'll look at Affinity. Does it do 16 bit Tiff?

I do not have latest PSE. But I do have 2018. When I open DNG file in PSE I am doing it through menu Open In Camera Raw. ACR allow you to do some editing (especially I like auto button, because in 80% of cases it is the best I can do). I think ACR all editing makes without any degradation. Then I after I finish I push the "Open" button and image is moved into PSE. Form there image can be saved in Tiff and I believe there is no degradation (image size is tremendous ~70 Mb out of 18 DNG). Only if I try to invoke recompose feature PSE complains that support of 16 bit is limited and request to convert to 8 bit. Obviously I can not guarantee the same is true for 2021.

Yes, it supports 16-bit Tiffs.

To clarify the "carrier for ACR" comment, at least my experience has been that ACR in Elements is only a subset of ACR. So unless things have changed or you know a workaround, while you might have the latest ACR, you don't have the full capabilities of ACR. I hope I'm wrong but I'm sure someone else will know.
